The Division of Adolescent Medicine, Department of Pediatrics is seeking a Program Manager to work in downtown Albuquerque with the program, "Envision New Mexico: The Initiative for Child Healthcare Quality."  Envision New Mexico is a statewide provider training and community outreach collaborative that works to improve health outcomes for children and adolescents across the state. The Division of Adolescent Medicine has a portfolio of state contracts, foundation grants and federal grants. 

The Program Manager will collaborate with established investigators to oversee the successful implementation of research and Quality Improvement (QI) projects.  We seek an interested and experienced program manager with interest in adolescent health and maternal child health and solid program management skills.  The position will involve planning and managing research and QI projects. Responsibilities include staff supervision, managing meetings, establishing and meeting timelines towards realizing program objectives, report writing and participating in peer-reviewed manuscripts. Previous experience with state contracts, foundation grants and federal grants is highly desirable.

We are looking for someone who is a team player with excellent communication and organizational skills and the ability to establish priorities and effectively manage several projects concurrently.  The successful candidate should be detailed oriented with long-term professional goals in research or QI.

DUTIES AND RESPONSIBILITIES:

  1. Manage and oversee the administrative and daily operations of research and quality improvement projects within the division of adolescent medicine including the Strategic Implementation of SBIRT in School-Based Health Centers (SISS) and The Home visiting Referral quality Improvement Initiative (THRIVE) programs at Envision NM, ensuring compliance with university, state, foundation and federal policies and regulations.
  2. Monitor and oversee the program budgets for the initiatives in conjunction with the PI and accountant.
  3. Review and ensure timely submission of all project-related reports including yearly reports to funder, Human Services Division (HSD) quarterly reports and deliverables status reports.
  4. Implement and assist in the development of research and quality improvement (QI) projects for the Division of Adolescent Medicine. This includes: designing and planning multi-year, multi-site projects. Candidate should advise management on research principles and practices as they relate to on-going Division projects.
  5. Provide professional leadership to investigators, managers and staff in the Division of Adolescent Medicine to develop and formalize new research and QI methods, protocols, procedures and techniques.
  6. Provide technical consultation and professional leadership to division faculty and staff and partner groups in the interpretation and summation of data and in the development of reports, presentations and peer-reviewed manuscripts associated with research findings. Acts as liaison with investigators, managers and staff in the implementation of project plans to ensure compliance with overall strategic plans, goals and unit objectives.
  7. Evaluate measures for use in quality improvement and research projects.
  8. Develop surveys, clinical tools, and tool validation activities for Division programs.
  9. Collaborate with other internal and external stakeholders including community members and academic partners.
  10. Provide day-to-day technical leadership and functional supervision to lower level professionals in the execution of study protocol and in troubleshooting day-to-day issues that arise during project implementation.

The successful applicant should have extensive experience implementing quality improvement and research projects, as well as experience working closely with local, state and federal health care agencies in the areas of data collection and reporting. Familiarity with federal grants is a strength.  The successful applicant should also have experience creating quality indicator measures and be able to use such skills to advance the Division of Adolescent Medicine's research in children, adolescent and young adult health and quality improvement work with pediatric providers.

Conditions of Employment Minimum Qualifications

High school diploma or GED; at least 6 years of experience 2 of which are management level experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications
  • Bachelor's degree in nursing, epidemiology, biostatistics, health administration or another relevant field
  • Knowledge of current and emerging trends in technologies, techniques, issues, and approaches in the areas of Child and Adolescent Health;
  • Ability to provide technical guidance and leadership to professional personnel in research and QI;
  • Comprehensive knowledge of scientific concepts and theories in adolescent research and QI;
  • Working knowledge of and with healthcare assessment tools;
  • Experience in technical leadership and/or supervision of other scientists and technical support staff;
  • Previous federally funded research experience.
  • Experience building successful collaborative relationships with healthcare and community stakeholders;
  • Experience coordinating with state and community level programs and resources;
  • Experience with or understanding of healthcare delivery systems;
  • Experience developing and providing mentoring, training and technical assistance to adult learners;
  • Experience in writing and maintaining institutional review board (human subjects research) protocols
