Job Description

This position is responsible for providing on-site support to the DOE EM-LA senior technical representative (Facility Representative, as defined in DOE-STD-1163-2011) for the evaluation of the operating contractor's environmental and operational activities. These support activities will include evaluating contractor environmental, nuclear safety, operations, safety and health contract compliance within a specified Department of Energy (DOE) facility or facilities. The technical nature of the work will require the candidate to make informed judgments needing an expert level of science and technical competence regarding safety of operations. The position is required to interact with a variety of levels of the operating contractor's staff. Oversight activities are performed as informal operational awareness and formal assessments/surveillances of functional areas individually and in teams. These operations are conducted in highly complex, unique facilities whose hazards to workers, the public, and the environment are non-routine and where potentially harmful consequences are significant.

Job Requirements

  • Bachelor's degree in related field
  • 20 years' directly related experience in environmental/regulatory arena
  • DOE nuclear facility management experience especially as it relates to Technical Safety Requirements (TSRs) that define the conditions, safe boundaries, and management or administrative controls necessary to ensure the safe operation of a nuclear facility related to safety limits, operating limits, surveillance requirements, administrative and management controls, use and application provisions, and design features
  • Preferred
  • LANL environmental project experience
  • Knowledge of DOE, Federal, and State environmental regulations
  • Facility Representative certification
  • Electrical safety experience/background preferred or
  • Fire protection experience/background preferred.

  • Routine Field Oversight: Conduct daily on-site performance based evaluation of facilities and operations against contract required rules and laws. Monitor, observe, and assess operating conditions. Perform continuous independent observations of operations that are performed through both scheduled and unscheduled inspections, "walk-throughs" and systematic oversight of DOE facilities. Evaluate facilities and operations from the standpoint of public/personnel health and safety, nuclear and industrial safety, quality assurance, environmental protection, facility modifications and maintenance, formality of operations and management systems. Ensure compliance with DOE Orders, contract provisions, and standards through surveillances and assessments. Monitor contractor performance for trends and programmatic weaknesses and recommends long term enhancements to ensure continued safe conduct of operations.
  • Event and Issues Management Oversight and Verification: Support the DOE Facility Representative regarding operational activities and problem identification, analysis resolution and tracking, and problem solving. Upon request, provide support to selected teams assessing facility operational, personnel safety, quality, environmental, or nuclear safety posture. Observe, evaluate, and report on the effectiveness of the operating contractor in the areas of operational performance, nuclear safety, quality assurance, management controls and worker health and safety. Investigate contractor abnormal events to ensure clear understanding and resolution of causal factors. Support the investigation and review of events or conditions having facility operations, nuclear safety, environmental, personnel health and safety considerations.
  • Abnormal Event Notification and Response: Maybe required to provide periodic 24/7 on-call duties to support notification and investigation of facility upset conditions. Recognize and evaluate emerging conditions for escalating events and to ensure contractor response is in accordance with pre-established processes and protective actions. Support the DOE Facility Representative with event notification throughout the DOE chain of command in accordance with established criteria. Monitor the response and recovery from emergency events and carries out accident investigations; monitor effectiveness of corrective actions and resolution of programmatic weaknesses; and foster continuous improvement and use of lessons learned to avoid future events.

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
