Job Description
Basic Function

HF Sinclair Midstream is seeking a Project Engineer. The Project Engineer conducts engineering duties related to the design, construction, and modification of pipeline and terminal facilities. Functions as a technical specialist in support of the operation of pipeline and terminal facilities. Works as part of an interdisciplinary team to complete initial evaluation and engineering design for assigned projects.

Job Duties

(functions considered essential as defined by ADA)

  • Applies knowledge of pipeline and terminal design concepts, operating principles, and relevant engineering standards to the design of new facilities and the modification of existing facilities
  • Applies knowledge of ASME B31.3/B31.3/49 CFR, Part 195, ASME B31.8/49 CFR, Part 192, NFP 30, and relevant API Standards and Recommended Practices to the design of new facilities and the modification of existing facilities
  • Applies knowledge of fluid dynamics and mechanics to the design of new facilities and the modification of existing facilities
  • Develops scope of work for projects and ensures projects meet applicable codes, standards and regulations
  • Applies knowledge of instrumentation, process control, and Supervisory Control and Data Acquisition (SCADA) systems to the design of new facilities and the modification of existing facilities
  • Develops project budgets and schedules
  • Develops material and equipment specifications for procurement
  • Completes drawing reviews and revisions for construction or modifications or facilities
  • Is custodian of project designs from concept to design completion
  • Provides discipline specific engineering assistance, direction, and development assistance to colleagues
  • Solves technical problems related to projects and troubleshoots problems with operating equipment
  • Analyzes data to aid with operating decisions for pipelines and terminals
  • Complete pipe stress analysis using engineering software
  • Manage the work of third party engineering, construction, and procurement firms (EPC)
  • Manage cost and schedule on assigned projects
  • Participate in efforts to develop new engineering and construction standards to ensure compliance with ASME B31.3/B31.4/49 CFR, Part 195 and ASME B31.8/49 CFR, Part 198, and other relevant industry codes, standards, and regulations
  • Coordinate, facilitate and document Process Hazard Analysis (PHA), management of change and participate in and facilitate incident investigations
  • Participate in Pre-startup Safety Reviews (PSSR) and commissioning of new or modified facilities
  • Conduct research to develop new and improved pipeline systems
  • Determine most effective arrangement of operations of pipeline systems
  • Investigate and resolve work-in-process problems
  • Recommend and implement improvements and/or modification in sequence of operations, equipment utilization, and related matters
  • Review proposals of outside vendors regarding the purchase of new or modernization of existing equipment
  • Act as a liaison between the company and county and state and/or other agencies
  • Gather, analyze, interpret, act upon, and disseminate pertinent data from the SCADA system, pipeline leak detection system and data historians

Special assignments or tasks assigned to the employee by their supervisor, as determined from timeto time in their sole and complete discretion

Experience

A minimum of five years of progressive work experience in a specific pipeline engineering discipline is required. Project management experience is preferred. A strong understanding of basic pipeline processes and the elements of pipeline safety and systems. Emphasis on power distribution and controls engineering is required of the electrical discipline depending on assignment.

PREFERRED EXPERIENCE:

Professional Engineer registration is preferred. Pipeline or petrochemical industry experience preferred.

Education Level

A minimum of a Bachelor's Degree in an Engineering discipline is required.

Required Skills

Ability to manage a project is essential. Working knowledge of commonly used engineering concepts and ability to apply this knowledge analytically. Ability to stay abreast of new technology developments and processes is essential. Ability to communicate effectively with others, strong verbal communication skills, advanced level of reading and writing, ability to perform advanced mathematical calculations. Advanced ability to work effectively with multiple groups throughout the organization. Strong spreadsheet and word processing applications knowledge; strong interpersonal, time-management and organizational skills; ability to provide training to multiple groups on a variety of applicable assigned discipline topics. Working knowledge of pipeline hydraulics, centrifugal pumps, power distribution, petroleum transfer operations, and process control is required.

PREFERRED SKILLS:

Working knowledge of and experience with engineering software is preferred.

Supervisory/Managerial Responsibility

May be responsible for the supervision of personnel as well as contractors.

Work Conditions

Office and field based with up to 25% travel by land and air required. Subject to varying weather conditions and required to work in all temperatures, including outdoors.

Physical Requirements

Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, lifting or carrying up to 50 lbs, climbing up to 200 feet, perceiving color differences, required to wear personal protective equipment as needed and a respirator in emergency situations (beards are not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid State driver's license and proof of insurance required. Job conditions may require making precise hand and finger movements, twisting, stooping, crouching, kneeling, reaching or grasping, and working in confined spaces as permitted.
