ERG is seeking a Program and Policy Analyst to support our work with EPA and states to implement programs and initiatives related to environmental compliance and enforcement, water infrastructure funding programs, and outreach and communications. Our practice also supports various projects for federal and state clients, overseeing environmental regulatory programs and the Drinking Water State Revolving Fund, Clean Water State Revolving Fund, USDA Rural Development, and other programs being implemented under the Infrastructure Investment and Jobs Act.
Job Description:
  • Identifying programmatic and operational efficiencies to improve regulatory compliance, program processes, and access to and utilization of funds
  • Conducting needs assessments, advanced level research, and developing program and policy recommendations to help our clients make informed decisions on how to approach the implementation and delivery of programs, resources, services, regulatory requirements, and initiatives
  • Development of PowerPoint presentations and high-quality reports for client deliverables
  • Ensuring the high quality of all deliverables
  • Representing ERG with clients and external stakeholders, including convening and facilitating meetings and focus groups and conducting interviews and surveys, both online and in-person, to implement services
  • Presenting to key stakeholders to seek strategic input and feedback
  • Providing subject matter expertise on environmental regulatory programs
  • The job location is in Santa Fe, New Mexico, with a hybrid work-from-home option
Qualifications and Skills:
  • At least five years of experience with environmental regulatory programs in Air, Water, or Land
  • At least five years of project management or program management/coordination experience
  • Strong problem-solving and data analysis skills, including the ability to research issues and obtain critical information for further analysis
  • Strong written and verbal communication skills
  • Strong facilitation and presentation skills with multiple, diverse stakeholder groups, both in-person and online
  • Ability to manage multiple ongoing tasks with competing deadlines
  • Experience developing written and other products for technical and non-technical audiences
  • Bachelor's or master's degree in public administration, environmental policy, natural resource management, social science, or a related field
  • A Master's degree is preferred
  • Understanding of environmental compliance and enforcement programs
  • Knowledge of process improvement methodologies and organizational effectiveness
  • Knowledge of the functionalities of state and federal government systems, funding programs, and environmental regulatory implementation
