The CHPVP is seeking an Analyst Programmer 3 to support its operations. The CHPVP conducts public health surveillance under the New Mexico HPV Pap Registry (NMHPVPR) which is authorized under NM Notifiable Diseases and Conditions. Reporting to the NMHPVPR occurs via direct interface with national, regional and statewide laboratories and hospitals.
Under indirect supervision, the analyst programmer applies systems analysis and designs techniques to develop and maintain Oracle databases and tables and front-end client server applications in support of NMHPVPR mission-critical computing on production systems. Technically ensures quality software, reliable information, and stable applications for mission-critical NMHPVPR functions.
This position requires a highly experienced programmer with an interest and ability to think beyond a narrow set of specialized skills and a desire to apply problem-solving techniques to design and maintain comprehensive and integrated data systems and applications.

Bachelor's degree; at least 2 years of progressively responsible experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution and/or experience that is directly related to the duties and responsibilities specified may be interchangeable on a year-for-year basis.
* Master's degree in computer science
* High level of expertise with analyzing, developing and maintaining an Oracle 19c database or relatively recent version and working in a Linux environment. Preferred 5+ years' experience.
* Experience programming in PL/SQL and one or more other programming languages such as Python, C++, C, SAS or R. Knowledge of Visual Basic or another .NET language is a plus. Preferred 5+ years' experience.
* High level familiarity with Linux OS, working in the command line and shell (e.g. bash) scripting.
* Ability to create and maintain code and scripts for task automation, service integration and reporting. Preferred 5+ years of experience
* Expertise with ETL and data extraction from a variety of formats including free text. Data transformation and loading into Oracle databases preferred. Preferred 5+ years' experience.
* Experience with web-based application and report development with HTML5, CSS, JavaScript and utilizing programming languages such as PHP.
* Experience with probabilistic matching software such as LinkPlus desired.
* Experience with client server and web reporting/graphing tools desired.
* Knowledgeable in application and database security best practices and procedures.
* Knowledgeable in software firewalls and helping in setup of hardware firewall rules
* Experience with managing roles and permissions to server access
* Knowledgeable on security keys and sFTP server setup
* Excellent communication skills required to interact with IT and laboratory leadership at local, regional and national laboratories reporting to the unit.
