Job Description

Provides program management and leadership on assigned program. Interfaces with the customer on requirements, CDRLS, and other matters as needed. Provides services which may include, but are not limited to, the following primary responsibilities: serves as the primary interface to the DOE Contracting Officers representative (COR) and Technical Site Lead. Provide expert support in the areas of executive management, environmental management, regulatory oversight, strategic planning, baseline management, waste management, quality assurance auditing for certification activities, safety oversight, and environmental compliance activities public and regulatory stakeholder' communications and relations. Responsible for monitoring and maintaining performance of all Contractor responsibilities. This includes, but is not limited to: ensuring that obligations are met in accordance with contract compliance, investigating and resolving or referring as appropriate disputes/complaints in accordance with contractual requirements, communicating points and negotiation relating to the contract, and overseeing the closeout process when all the terms and conditions have been met. Provides human resource support for the individuals supporting the task order(s), by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. Provides supervisory control of Contractor personnel, including: timekeeping, training and disciplinary actions. Develops and provides required status reports on all activities to the COR. Shall be available to attend meetings at the specific project locations, as well as occasionally at the EMCBC, to discuss matters in person with support services staff and the DOE COR, Technical Site Lead, other contracted Site Support, or DOE staff.

Program Management

  • Provide program management on assigned program.
  • Monitor and direct performance of all services to the customer and ensure cost, schedule, and programmatic objectives are met within budget and schedule constraints.
  • Ensure work is performed properly to the complete satisfaction of the customer and per all contract requirements.
  • Resolve customer complaints and/or disputes per contractual requirements or regulatory requirements.
  • Act as primary interface between the company and the customer (normally through the Contracting Officer's Representative).
  • Lead coordination efforts with the customer and corporate headquarters personnel for contract modification reviews and implementation.
  • Lead efforts to develop pricing for company-provided services on respective contracts.
  • Ensure that program specific metrics are accurately reported.
  • Conduct on-going and periodic assessments (including benchmarking against other organizations) of performance on all contract elements to identify areas of weakness to remedy and opportunities to pursue for superior performance.
  • Represent the company at Program Management Reviews, customer meetings, and other forums as necessary.
  • Oversee the contract closeout process when all the terms and conditions have been met (if applicable).
  • Apprise the VP and other senior management on program status and provide advice on issue resolution.
  • Travel in support of the program, customer, and company.

Leadership

  • Provide leadership and guidance to assigned team members.
  • Interface frequently with customer and subcontractor personnel.
  • Resolve personnel disputes between employees per company policies.
  • Build and manage a team that embraces the company values of dedication, respect, ethics, accountability, and mission focus.
  • Determine and initiate personnel and process improvement or corrective measures as necessary.
  • Evaluate subcontractor performance (when applicable) and facilitate process improvement as necessary.

Administration

  • Establish policies, procedures, and goals for successful program execution.
  • Prepare and present reports and briefings as necessary.
  • Implement and execute an effective Safety and Health Plan to ensure a safe workplace and minimize work-related injuries/illnesses and damage to property.
  • Implement and execute a Quality Management System that ensures that program execution complies with ISO standards.
  • Implement and execute other plans and programs as required.

Personnel Functions

  • Perform direct hiring functions to maintain appropriate staffing levels. This includes: 1) development and posting of position descriptions when positions are added to a contract or become vacant; 2) interviewing candidates; 3) making hiring decisions; 3) negotiating salaries/wages when applicable (with consent of VP); coordination with HR throughout the hiring process.
  • Monitor and evaluate employee performance.
  • Conduct employee disciplinary measures, when necessary, per company policy/procedures.
  • Oversee training programs to ensure all training/qualification requirements are met/maintained.
  • Ensure that company personnel policies are adhered to.
  • Ensure accuracy of and approve employee timesheets.
  • Other duties as assigned.


Education

  • BS Degree in Science or Engineering is required.

Experience

  • Fifteen (15) years of equivalent experience in a related field required.
  • Ten (10) years of management experience is required.

License, Cert or Registration

  • Current driver's license, proof of U.S. citizenship, and the ability to obtain security clearance enabling access to various government facilities.

Special knowledge, skills, & abilities

  • Must be able to interface with people in the government environment.
  • Must possess strong analytical skills, ability to handle multiple concurrently projects, be detailed oriented, and have strong organization, interpersonal, administrative, and communication skills.
  • Must possess an excellent command of the English language.
  • Requires the ability to write routine reports and correspondence and must be able to speak effectively before groups of customers or employees of the organization.
  • Have demonstrable fluency with computers, software, and general office equipment.
